The Office of Sponsored Projects inspires superior grant practice by developing and maintaining a robust grant administration infrastructure, and providing exceptional service and leadership in the pursuit and management of scholarly grant-related activities at Salt Lake Community College. We are looking for a dynamic, motivated, highly organized individual to fill the open position of Grant Officer (I).

The Grant Officer (I) is a key member of the Office of Sponsored Projects and plays a crucial role in creating a culture of excellence in grant administration. Serving as a lead team member managing a portfolio of sponsored projects throughout their life-cycle, the Grant Officer (I) is proficient in grant strategy, project development and management, budgeting, negotiation, contract review, compliance, and grant-related training. The Grant Officer (I) is a professional, in conduct and appearance, who understands the principles of grant administration, follows established processes and procedures, and provides expertise, oversight and support to assigned college departments, faculty, principle investigators and project staff.

Essential Responsibilities and Duties

Grant Portfolio Management
Pre-Award Responsibilities 
• Serve as the primary point of contact and day-to-day manager on matters related to assigned grant portfolio within the purview of OSP 
• Advise on the proposal development process, following all OSP materials and processes
• Research funding opportunities, determine alignment with College priorities and assigned areas, then disseminate 
• Research information and data necessary for sponsored project proposal development
• Manage budget development and internal approval process
• Manage, facilitate and coordinate complex proposals and other documents demonstrating technical expertise and grammatical accuracy
• Formulate sponsor memorandum, compose reasonably complex correspondence
• Review and edit project narrative
• Act as a sponsor liaison 
• Coordinate grant submission with OSP Director
• Understand and follow OSP standard operating procedures, processes, duties and tasks
Post-Award Responsibilities
• Serve as the primary point of contact and day to day manager on matters related to assigned grant portfolio
• Review contract components applicable to OSP and coordinate contract activities in a timely manner
• Formulate sponsor memorandum, compose reasonably complex correspondence
• Administer, review, and close out projects with assistance 
• Advise on regulations and compliance, specifically to make sure projects are conducted legally and responsibly while completing program activities
• Keep abreast of programmatic deadlines 
• Coordinate with principle investigator on reporting deadlines and assist with review and submission as needed
• Ensure reporting deadlines are met
• Maintain awareness of financial status and work with Business Office as needed
• Administer compliance oversight for programmatic activities
• Coordinate all (programmatic and financial) modifications in a timely manner
• Adhere to process and procedures for record retention
• Act as a sponsor liaison 
• Participate in sponsor administrative site visits and audits
• Understand and follow OSP standard operating procedures, processes, duties and tasks
Compliance Responsibilities
• Achieve and demonstrate a working knowledge of commonly applicable grant regulations
• Advise on regulations and compliance
• Provide advice on and interpretation of sponsor, SLCC and OSP policies
• Review proposals for compliance with SLCC, solicitation, agency, Office of Management and Budget and any other applicable regulations before submission
• Monitor award compliance and follow up with principal investigators, project managers, funding agencies, and college staff
• Take action to address and resolve compliance issues by researching the issue and counseling with OSP assistant director, then taking appropriate action with principle investigator and project managers
Project Management Responsibilities
• Communicate expectations and roles with principle investigators, project managers and department leadership
• Maintain project files 
• Assist with review, implementation and adherence to processes and procedures
• Develop all materials and documents according to regulations and OSPpractice
• Aid in the development and revision of templates and guidelines
• Keep relevant staff informed about deadlines, deliverables, responsibilities and next-steps throughout the life-cycle of the grant
• Provide regular reports on work-in-progress to supervisor
• Solve problems related to the administration of awards in a timely manner by communicating effectively, providing appropriate resources and other project related materials, and seeking guidance when necessary
• Mentor principle investigators, project managers and staff in assigned areas
Outreach and Engagement Responsibilities
• Assist in improving the visibility of the Office of Sponsored Projects
• Assist in creating a grant culture at Salt Lake Community College
• Develop positive relationships within the college grant community
• Actively engage to increase the amount of grant funding at Salt Lake Community College 
• Keep abreast of OSP trainings and refer College administration, faculty and staff to these opportunities 
• May serve on one or more special committees within the college or community, in order to increase awareness of OSP, develop and strengthen partnerships and open the door to new grant opportunities 
• Engage in professional development and educational activities that improve knowledge and skills necessary to perform Grant Officer I job
• Assist in integrating new OSP staff as assigned 
• Be familiar with the different types of sponsored projects and how they are administered
• Serve as an effective team player by showing loyalty to colleagues and support for department decisions
• Demonstrate integrity, service, mindfulness, and responsibility in all work areas

Preferred Qualifications

Master’s degree.

Three (3) years direct, full-time experience in grant administration or a combination of the areas listed above.

Experience in higher education.

Minimum Qualifications

Bachelor’s degree in business, communication, finance, public administration, healthcare administration, non-profit management, science or related field.

Zero (0) to three (3) years of direct, full-time, paid experience in one or a combination of the following areas: public grant administration (pre and post award), nonprofit management, fundraising, contract management, project management, proposal development/grant writing, government policy and regulations, budgeting/accounting, legislative/business analyst.

One (1) year project management experience.

Sponsored Project and Grant Administration Knowledge, Skills and Abilities:
• Knowledge of public grant life-cycle, administration and management, including pre-award process, submission process, post-award process, regulatory compliance, budgeting and best practices
• Knowledge of effective grant writing and research processes
• Knowledge in state and federal grants, budgeting, and/or appropriations funding
• Ability to write competitive grants
• Ability to read, comprehend, interpret and apply governmental and organizational grant regulations
• Ability to manage numerous complex projects, grants, and contracts concurrently and with accuracy, in a timely manner
• Knowledge, skills and ability to lead teams and individuals throughout the life-cycle of a sponsored project
Knowledge, skills and abilities specific to grant administration may be trainable upon entry to the position.
• Ability to communicate effectively with a broad range of diverse people, ability, culture, ethnic background, to maintain good working relationships across the College.
